You must first register by clicking the Login/Register link. After you register, click the Manage Profile link on the left hand side. From there you can create or update your profile and upload a resume.
Not at this time. Companies will have to search for candidates through their profiles.

Create an account by filing out the form on the Login/Register link and then create your profile by clicking the Manage Profile link.
Change your password by going to the Manage Profile page. The change password section is at the bottom of that page.
Make sure you resume is in one of the supported formats ( .pdf, .docx, .doc, .rtf ) and that it is under 10mb.
